This position is located in the Office of the Assistant-Secretary-General for Human Resources (OASG/HR) in the Department of Management Strategy, Policy and Compliance (DMSPC) based out of UN Headquarters in New York. The OHR plays a critical role in realizing the Secretary-General’s vision of a more agile, effective, transparent, accountable, decentralized and people-focused United Nations that supports renewed vitality and innovation and that empowers management, staff and partners to better deliver on organizational mandates.

The Special Assistant reports directly to the Assistant Secretary-General for Human Resources.

The OASG provides support and advice to the Assistant Secretary-General on the planning, coordination, management and assessment of the programme of work of the OHR.

Responsibilities

Within delegated authority, the Special Assistant will be responsible for the following.

•Provides policy and managerial guidance to the Assistant Secretary-General arising within OHR, including on implementation of policies and human resources reform initiatives.
•Plans and oversees the management of activities undertaken by the OHR and ensures that substantive work programmes and programmed activities are carried out in a timely fashion;
•Coordinates with Divisions, Services and Units in OHR and other departments in the Secretariat; liaises with Member State representatives and briefs staff and managers as necessary.
•Manages, supervises and carries out the work programme of the OASG; provides programmatic and substantive reviews of drafts prepared by others.
•Oversees the communications strategy for the Office, including on human resources reform policy proposals;
•Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions, the General Assembly and other policy-making organs, as appropriate.
•Prepares policy statements, speeches and background papers, contributes to reports to the General Assembly and other inter-governmental bodies
•Oversees formulation of budget proposals and the work plans for OHR, particularly those presented in biannual and/or annual reports.
•Ensures that the outputs produced by the OHR maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the OASG under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
•Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff under his/her supervision.
•Fosters teamwork and communication among staff in the OASG and across organizational boundaries.
•Performs other ad-hoc functions as required.

Education

Advanced university degree (Master’s degree or equivalent) in management business or public administration, law or related area. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 10 years of progressively responsible experience in programme or project planning and management, human resources, administrative services or related, of which 5 years is in a multi-cultural, international setting, is required.
Experience in human resources policy formulation and organizational reform is desirable.
Experience in dealing with intergovernmental processes and legislative machinery in an international organization is desirable.
Experience in representing the head of an organizational work unit in high-level fora or presenting its position is desirable.
Experience in designing, planning and implementing innovative management solutions is desirable.
Experience working on senior office assignments in international organizations, including a Front Office setting is desirable.
Experience working on a communication strategy is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of French is desirable. Knowledge of a another official United Nations language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
