This position is located in the Office of Secretary-General’s Envoy on Youth in the Department of Global Communications. The Office of the Secretary-General’s Envoy on Youth plays a lead role in the UN’s advocacy efforts on youth development, focusing on raising international awareness of and bringing attention to youth issues, and promoting stronger youth participation in setting, implementing and evaluating the various development frameworks. In doing so, numerous platforms to advocate for a stronger youth agenda at the national, regional and international levels are being utilized. To advance the global youth agenda, the building and strengthening of partnerships with a multitude of stakeholders is core to the work of the Office of the Secretary-General’s Envoy on Youth, which engages with numerous UN System partners, Member States, the private sector, academic institutions, parliamentarians, media and civil society, including youth-led organisations. 

The incumbent reports to the Secretary-General’s Envoy on Youth with a focus on the implementation, monitoring and evaluation of programmes, operations and other activities in youth development pertaining to innovation and partnerships. This position is available immediately for a period of up to six (6) months with the possibility for extension.

Job description

Within delegated authority, the Associate Programme Officer will be responsible for the following duties: 

  • Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions to ensure the effective implementation of the UN Youth Strategy.
  • Carries out basic research on selected aspects of UN Youth Strategy, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
  • Provides substantive support for policy coordination and evaluation functions, including innovative approaches to advocacy and programming along with the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies. 
  • Assists in planning and facilitating workshops, through other interactive sessions and assisting in developing action plans for activities. 
  • Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. 
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, establishing new partnerships etc.
  • Supports building and sustaining new partnerships in the area of technology and innovation in support of the UN Youth Strategy; 
  • Analyzes trends and dynamics and proposes project concepts and ideas to leverage youth-led solutions and ideas in support of the achievement of the SDGs with particular focus on climate change, creative and circular economies and digital technologies
  • Performs other duties as required.

Job requirements

Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to assist with data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to plan own work and manage conflicting priorities.   • A first-level university degree in business administration, management, economics or a related field.

Work Experience

  • A minimum of two years of progressively responsible experience in the development and management of strategic partnerships as well as partnerships for projects or programmes is required.
  • Experience in designing partnerships that led to joint projects/programs in the areas of technology and innovation with participation of private sector and foundations is required.
  • Experience in managing web-based platforms, good technological awareness and intermediate coding skills are required.
  • Experience in working with youth-led and youth-focused technology and innovation programs at the United Nations and other international organizations is desirable.
  • Experience in working with private sector and foundations in building partnerships on technology and innovation is desirable.


  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.


  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview

Special Notice

  • This position is temporarily available immediately for six (6) months with the possibility for extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
  • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
  • The appointment or assignment and renewal thereofare subject to the availability of the post or funds, budgetary approval or extension of the mandate.
  • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
  • This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
